4. Pollution Prevention and Abatement Projects
5. Education
6. Compliance and Enforcement
Since 1997, landside harbor activities have been regulated under a National Pollutant Discharge Elimination System (NPDES) General Industrial Storm Water Permit. This permit requires a Storm Water Pollution Prevention Plan (SWPPP), a comprehensive plan document, whose goal is to prevent discharge of pollutants into the harbor.
Storm Water Pollution Prevention Plan SWPPP is prepared in accordance with a federal requirement for a General Permit to Discharge Storm Water Associated with Industrial Activity. It commits the Department to prevent discharges that could adversely affect human health or the environment. Under the Plan, the harbor area is inspected quarterly, with areas or operations needing improvement noted and addressed. (SWPPP.pdf)
SWPPP Plan includes:
v Inventory of Geographical Features
v Inventory of Business Activities
v Practices to reduce or prevent pollutants associated with industrial activities
v Annual Report to Regional Water Quality Control Board (RWQCB)
