SANTA BARBARA CLEAN MARINA PROGRAM

In June 2002, Council Adopted the Clean Water Program, later renamed Clean Marina Program. The Program goal is to achieve and maintain, via feasible means and alternatives, a clean harbor environment for people, aquatic life and seabirds.  The Clean Marina Program requires annual review by Harbor Commission.

Since 1997, landside harbor activities have been regulated under a National Pollutant Discharge Elimination System (NPDES) General Industrial Storm Water Permit. This permit requires a Storm Water Pollution Prevention Plan (SWPPP), a comprehensive plan document, whose goal is to prevent discharge of pollutants into the harbor.

Storm Water Pollution Prevention Plan SWPPP is prepared in accordance with a federal requirement for a General Permit to Discharge Storm Water Associated with Industrial Activity.  It commits the Department to prevent discharges that could adversely affect human health or the environment.  Under the Plan, the harbor area is inspected quarterly, with areas or operations needing improvement noted and addressed. v       Practices to reduce or prevent pollutants associated with industrial activities

v       Annual Report to Regional Water Quality Control Board (RWQCB)
